GOVERNANCE STRUCTURE

To effectively achieve its objectives, PARP has a three-tier governance structure:
Joint Steering Committee
, the Office of the Clerk to the National Assembly  and the Project Management Committee: The Joint Steering Committee acts as the  Governing Board, and it is chaired by the Deputy Senate President, while the Deputy Speaker, House of Representatives acts as Alternate Chairman. This structure is quite capable of not only providing an effective supervision system but also creating a network of reinforcing linkages that will propel project implementation activities. 

 


The Joint Steering Committee:

The Joint Steering Committee is the principal policy making organ of PARP. Membership comprises:

1. Deputy President of the Senate - Chairman
2. Deputy Speaker - Alternate Chairman
3. Chairman, Senate Judiciary Committee
4. Chairman, Senate Rules and Business Committee
5. Chairman, Senate Appropriations Committee
6. Chairman, Senate National Planning Committee
7. Chairman House Appropriations Committee
8. Chairman, House Rules & Business Committee
9. Chairman, House National Planning Population Committee
10.Chairman, House Judiciary Committee
11.Special Assistant (Political Matters) to the Senate President

12.Chief of Staff to Hon. Speaker
13.Clerk of the National Assembly (Secretary of
  Joint Steering Committee)


Office of the Clerk to the National Assembly

The 2nd tier of governance of the Project is the Office of the Clerk to the National Assembly.  PARP is anchored in the Office of the Clerk to the National Assembly of Nigeria.  The Office of the Clerk to the National Assembly supervises the implementation of approved Project work plans and activities. 


The Project Management Committee:

The Project Coordinator is the Chief Executive Officer (CEO) of the Project and along with six other experts constitutes the core staff of the Project and membership of the Project Management Committee (PMC).  Also include in the PMC are the 9 managers of the Project.
